Can I budget an $8,000 federal HARP rebate for a Washington heat pump in 2026?
No. Washington’s federal HARP and HOMES programs are not live. Commerce is evaluating U.S. Department of Energy program notices dated June 1, 2026. Do not budget $8,000 or any HARP/HOMES amount for a 2026 install. Federal 25C and 25D tax credits also ended December 31, 2025 for property placed in service / expenditures after that date.
What is the PSE heat pump rebate in 2026?
Published PSE figures: $1,500 standard or $2,400 Efficiency Boost (PSE’s own income table; Trade Ally or REP) for electric resistance → air-source heat pump, and the same $1,500 / $2,400 Boost for heat-pump-to-heat-pump when the existing unit is a centrally ducted all-electric heat pump out of original manufacturer warranty (Trade Ally). Income-qualified full gas switch: $4,000 on PSE’s table — not automatic 150% AMI. Hybrid gas furnace path: the flyer lists $1,500 / $2,400 Boost; older PDFs conflict — treat as verify. Do not add hybrid + $4,000. No published oil-to-heat-pump rebate; oil furnaces, boilers, and wall heaters are not eligible for the electric-resistance $1,500 / $2,400 conversion.
What is Seattle’s oil Clean Heat rebate?
Seattle Clean Heat (oil → qualifying Mitsubishi, participating contractor): $2,000 instant at any income, plus an extra $4,000 bonus for 81%–150% AMI if installed by September 30, 2026 (up to $6,000). Lower-income households may have a free Office of Housing conversion — do not treat Housing marketing averages as a rebate dollar. Seattle City Light also lists contractor instant discounts under 5.4 tons: $300 (SEER2 15.2 / HSPF2 ≥ 8.1), $400 (SEER2 15.2 / HSPF2 ≥ 8.5), $600 (SEER2 16.0 / HSPF2 ≥ 9.5). DIY is not eligible. Stacking Clean Heat + the City Light discount is not confirmed additive — verify.
Who qualifies for Washington HEAR?
State HEAR is for households at or under 150% AMI using HUD county income limits (plus some small businesses and adult family homes). Commerce does not publish a statewide heat-pump dollar.
